                            Hazardous-Materials Assessments

Statistics show that nearly all buildings constructed prior to 1980 contain lead-based paint (LBP) and asbestos containing materials (ACM).  Additionally, prior to demolition the past and current use of the subject property should be assessed  for areas or possible contamination such as underground storage tanks (USTs), PCB containing light ballasts, florescent bulbs,  hazardous waste, and other possible areas of contamination.  Recent EPA guidelines state that in buildings of that age, the owner, architect, or owner's representative should assume the presence of these materials until the presence of such is disproved through a comprehensive assessment by licensed professionals.  

  

When the building owner or his representative is planning a partial or complete building demolition, or renovation, they are required to undergo a complete assessment to identify those areas that will require abatement prior to the completion of demolition or renovation. Building owners opting to forgo this type of assessment, expose themselves to liability associated with exposure of workers, tenants, and the public to hazardous materials.  In addition, The U.S. Environmental Protection Agency (EPA) and Massachusetts Department of Environmental Protection (DEP) have been very aggressive in enforcement of these laws.  In recent years, it has not been uncommon to see building owners  imprisoned or receive fines in excess of $250,000 for violating these laws.  To protect building owners, architects, and owner's representatives, we have developed a comprehensive program which meets all local, state and federal requirements for building decontamination, and the that incorporates the following;

Assessment of the Subject Property & Nature of Work to be Performed --    The assessment of the subject property normally begins with a limited record search for locations of petroleum/miscellaneous oils use and storage.   In addition this portion of our program would typically include a complete review of any existing data including design drawings, as-built drawings, project specifications, and any existing survey and laboratory information. During this phase, is is paramount to confirm with the owner or architect engineer owner's representative the exact area under investigation, exact nature of the renovation/demolition and identification of all materials that will be disturbed or accessed.   During this phase, our professionals, will determine and investigate the building's structural, mechanical and roofing systems, and begin to develop a comprehensive sampling plan.  

 

Development and Implementation of an In-Depth Sampling Plan --  After the initial assessment, review and investigations are performed, we will develop a sampling plan that will test for lead based paint, asbestos containing materials, and other hazardous material which who's likelihood was identified during the assessment phase.  Bulk samples will be taken in accordance with the sampling plan and sent to a certified laboratory for analysis. 

  

Report of Findings, and/or Design of a Comprehensive Remediation Plan --  Based on the results of the testing conducted, we will issue a report of findings that will identify areas which contain hazardous materials.  Our certified Design Engineers will design a comprehensive remediation plan that outlines the identified regulated and hazardous materials that must be removed prior to initiating demolition/renovation  activities.  This plan shall cover methods of abatement, removal methodology, unique requirements that are project specific, clean-up parameters, recommended disposal techniques, and cost estimates for the decontamination of the building.  Additionally, this plan will cover health and safety issues such as;  workers protection; public safety; and protection of the environment.  The final design plan will be in the form of a project manual with applicable technical specification sections. 

 

Bid Administration --  If opted by the owner, architect, or owner's representative,  we will develop comprehensive scope of work specifications, outlining specific removal methodology, disposal techniques, monitoring requirements, worker's safety, and public safety.  We will also review the abatement contactor's submittals for technical competency, experience, certifications, and make our recommendations if desired.   

 

Project Management --  Once the contractor has been selected, we offer complete third party project management services.  Retaining a third party to oversee any abatement abatement process is a step that ensures the best performance on the project.  As project manager, we represent the owner's interests in ensuring that the decontamination is thorough and complete.  We ensure that the contractor chosen to do the work follows the guidelines prescribed by law, and that the owner is protected in the entire process.  

 

Construction Monitoring Services --  Throughout the entire abatement process, we offer monitoring services that continually  test and monitor soil and air quality to ensure compliance to specifications  and regulations, and maintain the safety of workers, tenants, and the public.
